Last week, India did what it often does best and worst at the same time – it turned a few printed lines<\/strong> into a national thunderstorm. A book that most citizens have never held in their hands walked into Parliament through a magazine excerpt, and for days the House echoed with objections, rules, counter-rules, slogans, suspensions, and walkouts.<\/p>\n\n\n\n\n\n\n\n

As I watched the noise rise, I felt an unexpected intimacy with the episode. Not because I belong to politics or the uniformed world, but because I, too, am writing a memoir<\/strong>. Manan<\/strong> is built on the same fragile bridge – between what happened and what we dare to say about it later.<\/p>\n\n\n\n

And that is where this week became personal.<\/p>\n\n\n\n

Why I am writing this in Manan<\/strong><\/p>\n\n\n\n

When an event happens, we live it with incomplete information, incomplete sleep, incomplete certainty. The body reacts faster than the mind can translate. But when we write later, we do something entirely different – we arrange the chaos into sentences. We select, we omit, we soften, we intensify, we make the lived moment legible to a reader we have never met.<\/p>\n\n\n\n

So when a former Army Chief\u2019s unpublished memoir became a political flashpoint, I did not only see Parliament. I saw the strange life of memory itself – how a private recollection, still waiting for publication, can be pulled into public combat before it has even found its final shape.<\/p>\n\n\n\n

What happened<\/strong><\/p>\n\n\n\n

The Caravan published a report saying it had seen a typescript of former Army Chief Gen Manoj Mukund Naravane\u2019s memoir, titled Four Stars of Destiny<\/em>, and discussed the book\u2019s account of the 2020 India-China crisis and the government\u2019s public messaging.<\/p>\n\n\n\n

During the debate on the Motion of Thanks to the President\u2019s Address, Rahul Gandhi tried to quote from the report and the excerpted lines. Media reports say he managed to read only a few words – \u201cChinese tanks in Doklam\u201d – before Treasury benches objected, and the Speaker invoked Lok Sabha Rule 349 to disallow the reference.<\/p>\n\n\n\n

The argument expanded beyond the excerpt itself and became a debate about procedure – what Rule 349 permits, what it restricts, and whether it can be used to stop a member from quoting reported material. Some parliamentary procedure experts quoted in the press argued the rule does not distinguish between published and unpublished material, and that members can quote documents if relevant to the House\u2019s business.<\/p>\n\n\n\n

Rahul Gandhi displayed the purported copy outside Parliament and attacked Prime Minister Narendra Modi over the handling of the 2020 crisis. Around the same time, the standoff escalated, and eight Congress MPs were suspended from the Lok Sabha for the rest of the Budget Session amid continuing disruption linked to this dispute.<\/p>\n\n\n\n

The issue travelled to the Rajya Sabha. Mallikarjun Kharge was stopped from quoting the memoir, after which multiple opposition parties staged a walkout.<\/p>\n\n\n\n

That is the outer story – dates, names, rules, and the theatre of power.<\/p>\n\n\n\n

But Manan is interested in the inner story.<\/p>\n\n\n\n

The deeper story – what a memoir is, and what it is not<\/strong><\/p>\n\n\n\n

A memoir is not a stenographer. It is not a CCTV camera. It is not a court transcript.<\/p>\n\n\n\n

A memoir is a human being returning to a past event with a present-day mind.<\/p>\n\n\n\n

That creates a double time inside one paragraph:<\/p>\n\n\n\n
